Continuous Spinning Wheel in Safari

While using Safari on my iPad Pro (Gen 1, iPad OS 17.2), the loading ‘spinning wheel’ often runs continuously and drains my battery quickly. The wheel only stops spinning when I “Clear History” in Settings.

In store Apple staff suggested in should Reset my iPad but that it might(?!) erase my Keychain passwords (which sounds like a major headache to me). Isn’t it possible to Reset my iPad without possibly losing password data? Would these passwords on my iPad re-populate from iCloud Keychain?

I have the same problem. Mine will clear if I power down or clear history. I spent about an hour at the Genius Bar, I think all the geniuses were on vacation, the 2 people I dealt with basically told me just the way it is don’t pay any attention to it. I asked if other people are having same problem and they told me probably but they just don’t look at the spinning circle. I hope they figure out what the problem is. It’s a problem the people at Apple Store do not want to address
