Purchased a iPhone at auction. the previous owner did not reset it back to factory settings.
There is currently an activation lock on the device.
Is there a way to remove the activation lock?

No, unless you can obtain the correct Apple ID and Password that the phone is asking for. The seller obviously does not have this information and the original owner is of course unknown.
The phone is totally worthless otherwise. Drop it off at the recycling center.
