IPhone upgrade program
If i decide to enter the iPhone upgrade program, will i be able to upgrade to the newest iPhone as soon as it comes out?

Only if you’re on-cycle with both payments and new iPhone releases. (And assuming yearly new releases.)
Per:
iPhone Upgrade Program - Apple
“As a member of the iPhone Upgrade Program, you can get a new iPhone once you’ve made the equivalent of at least 12 payments.”
Once you have made twelve payments, then you can upgrade.
