would iTunes match be able to convert aac files to mp3?

You do not need Match. As JT notes, you can do it with Music or iTunes. Follow the steps in here:

You need to start with a non-protected, locally available file.

As of Version 1.4.2.83 of Apple Music, you now select the media track/file/song you want to convert, Select File-> Convert->Create MP3 Version, and then Apple Music will create an MP3 version of the file selected from your current media library. If the .aac file isn't already in your library, there isn't an option that you can choose to open an .aac file and then have it converted. The file must already be in your media library.
