That looks like an icon for Focus. Open the Control Center and look at the Focus button. Do you see that same symbol? If so, that's what it is. You can turn it off by tapping on the picture on the Focus button. Then, go to Settings>Focus, select that one and check to see if it has a schedule set to turn it on.

Please take a screenshot and post what you're seeing.

I highly doubt its a tracking thing at all.
