Apple TV not the same on my iphone and macbook

the library of apple tv that is on my phone is not the same as the one on my macbook air.

I cannot rent or buy movies on the computer or the smart tv. I only have this option on my iphone app. how can i solve this?

The Apple TV app on iPhone has all of the functions; for iOS 10.2 or later.
The Apple TV app on Mac (macOS 10.15 or later) has most of the functions, including buying, renting from the iTunes Store. Be sure to separately sign in to the app (menu Account). The Mac app doesn’t feature integration with third party apps; that is for iPhone, iPad, and current models Apple TV box only.
The Apple TV+ website tv.apple.com on computers (macOS 10.14 or earlier, Windows PCs) is specialized for just Apple TV+ subscription content. The website doesn’t support buy or rent titles. Use the iTunes application instead for those functions.
Select smart TVs and select third party streaming devices may have the full Apple TV app, including a Library tab and Store tab.
Select other smart TVs and select other third party streaming devices may have the specialized Apple TV+ app, without Library tab or Store tab. The support is based on exact model and introduction year, as agreed on between manufacturer and Apple. It is not user choice.
