Apple TV 4K turns back on after shutting down via Apple remote because of TV

I have an Apple TV 4K hooked to a Yamaha RX-D485 receiver which in turn is connected to a Philips 50PUS6272 TV. I can turn on all three with the Apple remote just fine. When I turn all off via the Apple TV remote, the receiver turns off instantly and the TV is turning itself off too. But it seems the TV takes too long to shut down, because the Apple TV turns off (light's out) and then immediately turns back on, which in turn prompts the receiver to also turn back on. After all this the TV finally shows it's turned of via the standby light.

I will need to wait a bit and then guess when the Apple TV is ready to shut down again with the Apple remote.

It seems the Philips TV is still sending signals out through HDMI when shutting down, which prompts the Apple TV to turn back on again. I tried differtent HDMI ports, HDMI CEC settings, but to no avail. Does somebody perhaps know the solution to my problem?

I know it goed to a sleep-state, but for simplicity, I just call that turning off. Waiting would be an option if the ATV would not also turn back on the receiver and, given time and no intervention, also the TV.

I just don't see why, after manually turning it off, it (software/developers) feels the need to turn back on right the second it was turned off.

Only way to get around this is to turn off all HDMI CEC functionality and use two extra remotes, which I really do not want...
