I can't turn off iMessage as every time I go back into it, I have to sign on with my Apple ID. and that turns iMessage back on again.
I can turn off iMessage on my iPhone, but then I don't receive Messages from iPhone users.

Do you have message forwarding turned on through your iPhone? This is something you’ll have to do on your iPhone and NOT through your iPad. On your iPhone go to Settings > Messages > Text Message Forwarding turn on your iPad and you should be able to get all your texts that you get through your iPhone.
That is correct, Android doesn't have iMessage and your iPad can't send or receive sms messages without an associated iPhone.

How do I Associate my iPhone 11? I'm able to turn off iMessage on my iPhone, but I don't get Text Messages from iPhones, but I can from Androids. On my iPad, I can't receive Android text messages.
Settings > Messages > Text Message Forwarding isn't an option either on my iPhone or iPad.
