Most promotional offer state that the 3 months free is for new subscribers only. If you had already used a promotional offer, you would not be able to use another one. It will be in the details of the offer.

Maybe possible. The new device cannot be using the Apple ID that was used for a promotion already and not have been part of a Family Sharing plan that used the service. Here are the details:
