Wireless connection is too weak to unlock with apple watch

There is no rhyme nor reason to this error appearing. I have my hand resting on my M1 Mac Mini using an A2726 watch (though my previous watches have behaved in exactly the same way), and get this error. Something like 1/3 of the time it works, the rest it just doesn't. I've done the whole turn off/turn on the security toggle, restart, or - not. It just sometimes works and sometimes doesn't, on the same day, whether I try a fix or not.

Does the iPhone have to be sitting on top of the Mac as well? What's the secret to consistent operation?

This is what the support document for Unlock with Watch states;

If you're having difficulty getting Auto Unlock to work, open System Settings (or System Preferences) and turn off the Apple Watch setting described in the previous section. Then restart your Mac and turn the setting back on.

If that doesn't work, install the latest macOS updates and watchOS updates. Also make sure that your Mac isn't using internet sharing or screen sharing, which are turned off by default.

Not sure why the router would be suspect. How would that cause the watch to be "too weak" 2/3 of the time, and work fine (with no attempts to change anything, anywhere) at others randomly? There are absolutely no glitches with any other device on the network, Wintel nor Apple, and the only devices turned on are the Mini, the watch, the iPhone, and at times the Apple TV (which can be in use or not with no impact to the watch unlocking the Mini - same metrics).

What would be your experience to point to the router?

I remove my comment you are on your own.

My Apple Watch gets texts sometime but not all the time. They are always on my iPhone though. I wonder if this unlock issue (which I saw for the first time today) is related to that annoyance? I am on a wifi only Apple Watch but I have read people with the cellular version get their texts intermittently.

Is it reasonable to suspect the Watch is the problem and not the other devices (i.e., Mac and iPhone)

I have iPhone 13, MacBook Air M2 13" and Apple Watch 7 Wifi only.
