You may try to add a Gift Card to your Apple Account, but it could be possible that a valid payment method is required.

As for your credit card being hacked 22 times in the past month, your account number can only be gained when the passcode is entered on your device or another device is signed into your same Apple ID. By now I'm sure you have changed both your passcode and Apple ID Password. You can also check the security of your device using the Safety Check.

There are far easier ways to gain access to your credit card than from your device that is protected with a Passcode and Password. The transactions used to pay for your purchases using Apple Pay won't even use your credit card number and only provide a one time use unique identifier to prevent reuse. The most common ways for another person to get your credit card number is from device skimmers used at gas stations and retail locations or from phishing emails claiming to be your bank where you inadvertently provide them with account information.
