Can I send money from my checking account to Apple Cash ?
Trying to send money to someone in my family and he requested I send it through Apple Pay.

Apple Pay and Apple Cash are 2 different things.
You cannot send money to another person through Apple Pay.
You can send money from Apple Cash or a debt card through Messages however as explained in the support document you posted from.
