My Apple Watch is on activation lock and there is no way of contacting the previous owner but I purchased this item
I’ve tried factory resetting it and everything but nothing is working

You will never be able to use the Watch without the original owners Apple ID and Password. If you are now unable to contact the person who sold you the device, it may be because they sold you a stolen device. You should never purchase a device from an unknown seller without being able to determine if it has been successfully erased and you can verify it by physically seeing the device.
