In messaging, when I press and hold the the send arrow, all I get is the 4 options of loud/slam/gentle/invisible - I am trying to reach the options of star bursts and all the others that Apple messaging has and that I receive from other users.

That is correct. You’ll see selector dots at the bottom of that screen. Swipe left and it changes the effect.

Do you have the option to click screen at the top? See screenshot.
I do have this screen - "Bubble" and "Screen". "Bubble" gives me access to the 4 selections: slam/loud/gentle/invisible and "screen" gives moving bubbles of the text all over the screen?
