I have forgotten the security questions

Hello

I have the email and password, but I have forgotten the security questions. When I try to log in to iCloud, I get the following error.

This Apple ID has been locked for security reasons.

But when I go to the Unlock Account page (iforgot.apple.com) and enter the email, I get an error.

Thank you for your guidance on how to unlock my iPhone.
