Cannot scroll on a linked mac

I have a MBP (work) connected to Logitech keyboard/mouse using the USB receiver and one monitor. A Mini (personal) connecting to another monitor but has no keyboard/mouse. They are placed side by side. I've configured both computers to allow the mouse/keyboard to passthrough. I can easily move the mouse between the monitors and take control of either computers just fine. I can click and type on whichever computer I want. But I cannot scroll the mouse on the Mini. I can only scroll on the computer that is attached to the mouse (MBP). I tried connecting the mouse to the Mini and cannot scroll on the MBP. What am I doing wrong here guys? Screenshot below is the same for both computers.

The only difference between the computers is that the work MBP is currently running on 13.6.3 and the Mini is on 14.2.1. OS upgrade on the MBP can only be done when our IT remotely permits it.
