Is the Apple ID greyed out in Settings?

If this is the case, then there are screen time restrictions that must be turned off first.

Do you know the person who signed into your iPhone?

When setting up the phone, it will be locked to the Apple ID used to set it up. To remove the Apple ID, you will need the password. Ask the person to enter their password when signing out of the phone or have them remove your phone from their account online.

If you do not know the person and have no access to their password, then the device will always be locked to them and you will be unable to make any changes unless you have the original receipt from Apple showing your name and serial number of the phone. With that information you can request to remove the Activation Lock.
