Assuming you didn't unpair your watch from your previous iPhone, follow the directions in this link, paying attention to the section "If you don't have your old iPhone" --> How to pair your Apple Watch with a new iPhone - Apple Support

Did you erase the watch? If no, try to erase it, then set it to the new iPhone from the backup which was last made.
