downloading icloud photos to pc but not the other way around

i believe that in order to have my icloud photos download to my pc (to the designated folder path), i need to enable the "photos" option on the icloud drive. however, when reading the text accompanying the "icloud photos" checkbox, it reads "Upload and store your PC photo library in iCloud and access photos and videos from all your devices." This is not what i want. i want to download from icloud to pc and not the other way around.
