Because it's not an inactive subscription. Odawg132's instructions are for if it's expired, but not if you canceled it.
You can't 'rejoin' or 'renable' the subscription you previously canceled. You can, however, request a refund and resubscribe.
Request a refund for apps or content that you bought from Apple - Apple Support

Try this: App Store > Your Icon (at top right) > Subscriptions > Scroll down to "Inactive" (2nd block of apps), select the app with the subscription you would like to renew, then tap renew.
