Apple Gift Card Activation

I have "verified" my Apple Gift Card and got confirmation of the verification. Verification notice however states "card is not activated" . How do I activate my gift card?

Generally, the merchant where you purchased the card needs to activate the card. Please return to the merchant with the receipt and ask that the card be activated.

I went back to Publix where I purchased the 3 cards and the duty manager refused.....I guess my next step is to call Publix headquarters/customer service........... Jeff, thanks for reaffirming what I thought was the process.
