Spinning wheel in iMessage on iPhone

i have WiFi but not cell service for my iPhone 7.

i can get and send messages to others desired but cannot receive sound notifications.

when I check iMessage the wheel by my phone # just keeps spinning.

i am wondering if that is the problem and what I can do about it, if anything.
