I read that if you delete photos from the cloud they will be deleted from any device that uses Apple ID to log into. Since I don't log in to my PC with Apple, are my photos safe if I delete them all from the cloud?

Photos you delete on iCloud.com are deleted from all your devices with iCloud Photos enabled. If the photos are in the designated iCloud Photos folder on your PC, they'll be treated accordingly. Photos in other file locations will not be affected.
