How Do I Solve Pending Purchase Issues With 980 Genesis Crystall ( Geshin Impact)

Unfortunately, I mistakenly purchased an app when there was no funds in my Apple Card. Now I have added funds to the account but I am getting an error Bill Failed. Please note that the amount in my card is much more than the app purchase app.

Unfortunately, I can't download any other app from the App Store. How can I resolve this issue?
