Why can I not get icloud more space. Can't get to A to get more space.
I need more space in my iCloud. But, I cannot get in the app store.

You can buy more iCloud storage by going to Settings > [your name] > iCloud > Manage Account Storage > Buy More Storage/Change Storage Plan.
