Personal hotspot marks 22.9GB usage when I have only used 0.9GB

I have my mobile data plan (15GB/month) and I reset the statistics on the iPhone every 1st of the month (as the carrier starts the count).

however, in just 4 days of January it shows in the settings that I have used over 22 Gb through the mobile hotspot (and other devices), and about 0.9 Gb for all the rest of the apps. When checking with the carrier I have, indeed, only used 0.9 Gb. What does all of this mean? Isn’t mobile hotspot only work when WiFi is off? Only when you intentionally connect a device?

I have exactly the same on my phone. I also reset the stats every month on the 1st and the iPhone claims I used 12.5GB on the personal hotspot. I checked which device it could be and it says “other devices”. I also have two other MAC addresses with few transfer identified as my iPad and car.

I disabled everything in the personal hotspot and still, there’s some additional traffic reported. Unfortunately I cannot control whether it’s been counted on my provider.
