Why can I not download an album I purchased on iTunes to my new iPhone 14 plus?

I changed from an iPhone 12SE to an iPhone 14 Plus and I transferred all the data from old phone to new phone. However, I noticed the artwork for the albums was all over the place and I searched for ideas on how to fix this. One recommendation was to remove the Music app and all data and reinstall and download the content again.

Sounded reasonable so tried it. However, not all of the albums downloaded fully.

Two Taylor Swift albums I had bought had only a couple of tracks. evermore and folklore. Also the Best (UK version) by Paul McCartney among others.

OK I thought, I'll try that again only this time I won't download it all again, instead I'll transfer it from my iMac instead so I get music I had recorded from my CD collection too.

However, those same albums didn't download fully again. If I look on iTunes or in my account I can clearly see I bought the albums and not single tracks as they are still on my iMac and my iPad.
