sync itunes from pc to android smart phone

If you mean music that you have purchased, rather than Apple Music (a subscription service), you should consult the instructions for Android devices in order to add your music to it. iTunes cannot sync with Android devices.

For music in your iTunes Library (or simply stored on your computer) that you have purchased from from either:

• • the iTunes Store
  • Amazon, Bandcamp, or other online retailer
  • your own CDs

... you do not need Apple Music. Instead, it's drag-and-drop or copy to the Android device, but as stated, iTunes can't do this.

If you mean can Windows Media Player (WMP) sync with your Android, then I guess so, but I don't know for certain. It wouldn't be my first choice, but since WMP is installed by default on my PC, I assume it is on yours too, which means you could try it and see. If you do use WMP for ripping from CD, make sure you do not rip the music into Windows Media Audio format (WMA) because I understand that not all players can play that format anymore.
