Some TVs may have zoom functionality.
The Apple TV box has zoom functionality, which may be part of the configurable Accessibility Shortcut.
Apple TV zoom would pan (move) with the selected item on screen (click the directional locations of the touch surface), then you’ll know it is Apple TV zoom.

You also may be able to ask Siri to turn Zoom on or off.
The Accessibility Shortcut is a special button sequence (triple-click Menu or Back) to invoke pre-determined accessibility functions. Which accessibility functions are included can be set by the user using checkmarks (✓). De-selecting all functions would disable the shortcut, so that it can’t be invoked accidentally.
