No access to toolbar items in Notes app

EDIT: I JUST REALIZED IT ONLY HAPPENS ON A PARTICULAR ACCOUNT! I have a personal account and two more business accounts but only the personal has access to those edit options.

For the last few months I haven't been able to access the toolbar items in the Notes app on my Mac laptop. I click on any font editing options and nothing happens. I CAN however, create a new note but can't customize the way the text looks.

I can edit the text with keyboard shortcuts though. I remember the ones for underline, bold and italics but I really need a bullet list and other functionality.

I've tried to check settings and can't find anything that would have changed access in any way. No idea.

Can I get some help?
