Cycle tracking for Apple Watch se

Why am I not able to set up my daughter’s cycle with the health or cycle tracking app without a phone. I’ve been trying to find a way to track my daughter’s cycle for her so she can know how. She is ten so she is on the younger side and she doesn’t have an iPhone. You would think apple would allow a watch to have a cycle tracking app or in the health app for the amount of money that is paid for the device including cellular. There needs to be the cycle tracking or health app available for devices without phone capabilities for those who done have a phone.
