I am trying to decide if I want the ultra. Is the charger the same as the regular watches?

The Apple Watch Magnetic Fast Charger to USB-C Cable (that came with my Apple Watch Ultra 2 watch) that you cited has this disclaimer:
1. Supports fast charging on Apple Watch Series 7 and later and Apple Watch Ultra models. Supports regular charge times on all other models.
Note: the Apple Watch Ultra 2 does not come with a Power Adapter.
OP will need a Power Adapter that accepts the USB-C connector on the Fast Charger cable.
