I understand that by default timemachine will only files that are in your local documents; only if you have a local mirror will Time Machine back up the iCloud files. Is there a program to back up the iCloud files without mirroring them in the local drive?

No, because iCloud is not designed to function as a backup for Macs. (Yes for iPads and iWatches.) Do not use it as a backup or you will risk the loss of data at some point. Time Machine works with external drives. Get one.

It will backup whatever is in your User Account Folder ( Home Folder ) which will include " local documents "

Not that I know but that is only me.
Below is a Apple Support Document that will allow you to download all the files on iCloud drive to the computer.

Time Machine does not look in the cloud to find files that are only stored there. It only backs up files that are physically on the drive being backed up. So unless the iCloud files are also physically present on the source drive being backed up, no, Time Machine won't back them up. For more info, see the links provided by PRP.
