iCloud and Find my greyed out...Help!

I got a new iPhone a couple of weeks ago and passed my old one on to a family member. At the time I reset my apple id and since then I do not have access to iCloud and Find My which are both greyed out in settings. I have ample space and I have followed the instructions to allow in Content and Privacy Restrictions. I have also rebooted several times. I am able to log in to iCloud via my PC and see my devices and info. Any other suggestions?

Go to Settings/Screen Time/Content & Privacy Restrictions and change Passcode Changes and Account Changes to Allow.

If they are already set to Allow try turning it to Not Allowed and back to Allowed.

If neither of these fix it either Parental Controls are enabled for the phone, or it has either a business or school email account on the phone and it has been restricted by an IT administrator.
