Cannot update iPad. Has lots of space
IPad mini will not update the operating systems. I have confirmed there is lots of space

If there are no more upgrades for your iPad, it won't matter how much free local storage you have. The iPad mini (5th generation and later) can run iPadOS 17, but
- The iPad mini 4 cannot upgrade beyond iPadOS 15
- The iPad mini 2 and 3 cannot upgrade beyond iOS 12
- The original iPad mini cannot upgrade beyond iOS 9
