So I’ve had my iPad for three years and within the first year I was able to contact my mum through messages on my iPad but within the last two years I haven’t been able too, I am connected to the WiFi, I send the message and two seconds later it tells me it’s not delivered, I can text iPhone users just not android users

You need an iphone and have message forwarding enabled. Click here Forward SMS/MMS text messages from your iPhone to your Mac or iPad - Apple Support
