Forgot passcode on a new iPhone

My mother got a new iPhone (is a new iPhone user), started the setup and put a passcode on it and but didn’t complete the setup. Came back 2 weeks later to finish the setup, but doesn’t remember the passcode. Is there a quick way to do a factory reset? She doesn’t have anything on the phone right now. Thanks.

Press and hold the power putton to bring up a menu. Then press "start again" to restart setup completely.

When I press the power button, it only brings up to power off the iPhone. Otherwise, it brings up the message “iPhone Unavailable try again in 8 hours (it had gone up in time over the time period).
