Note that it may well be that the oxygen sat sensor technology has not been tested on people under 18. In most countries, there are very strict laws about using children as scientific test subjects. And yes, that's true even for non-invasive things like external sensors. So, it may be that the sensor has not been approved by regulatory agencies for use on people it hasn't been properly tested on. If the FDA won't clear Apple to use the sensor on children, it wouldn't be Apple's choice.
