I have an Apple ID that only allows me to use US App Store and add payment methods with a US card. I have moved out of the US and reside in Europe and am unable to use European apps or add cards that are not US cards. This restricts my use of Apple products.
Then you will need to change your Apple ID's country and region first, if you don't live in the US anymore your region needs to be the country in Europe where you reside now. See this link on how to change your country and region

When the Region is changed you'll be able to use EU cards on your apple id without an issue.

Thank you for your reply. I am unfortunately unable to change the Region. Also unable to get appropriate support, I am directed to our local support and they don't have a clue.
I would like to add a card to my Apple account, but one that is not a US card - I get no option to choose an address outside the US
