I recently restricted it in settings but the restriction did not work it was still there and i tryed restarting my iPhone but that did not help and i tryed deleting the settings app but it said remove from home screen and cancel i can't do anything!
But i did restrict it

It's my understanding that the feature restricts the installation of apps but does not remove the App Store app itself. Have you tried opening that app and downloading an app? What happens when you try?

I restricted installing apps on my iPhone 8 but when i go back to the home screen the App Store is still there
