Transparent Network proxy wants access to my LOGIN keychain

I'm reposting this question as I couldn't reply to the original one as too much time has gone by without a response.

I don't have the solution yet, but I think I've figured out one of the causes.


I recently bought an Apple Watch 9.  I checked the option in macOS to allow my watch to unlock my computer.  (So if the watch is in (i'm assuming blutooth range of my computer), I will be automatically logged in when I'm close enough and wake up or turn on the computer.)



This is only a guess, but I think it's a strong one.  I never received the request from Transparent Network Proxy before having the watch and setting the computer to allow my watch to unlock the Mac.



Now I receive it each time the login page is displayed after the Mac has been asleep and my watch has been out of range for a time.  


I’ve turned the Apple Watch login option off on the mac and I no longer receive a request from the Network Proxy.


Unfortunately I don’t have the solution, but hopefully I’ve determined at least one of the causes.
