Recently opened new phone,was unable to combine old apple account with new

Apple accounts (Apple ID) cannot be combined. Why would you get a new iPhone and change your Apple Account? Apps are forever tied to the Apple ID they were downloaded under. You should set up your new iPhone from the Apple ID you used on your old iPhone. Or if you insist on having a new Apple ID, you will need repurchase your apps again and the data on the old account won't be on the new iPhone.
