In Screen Time, Can’t Change the “Access to Web Content” Setting

So I go to System Settings -> Screen Time -> Content & Privacy -> Content Restrictions -> Access to Web Content.


I try to change the setting from “Unrestricted Access,” but the setting just reverts itself immediately. I can’t change it to “Limit Adult” or “Allowed”


I can change every other Screen Time Setting, but this one. The user is an admin. I am running Sonoma 14.2.1.

It actually seemed to work okay up until I set up an account for my child on my MacBook. On his iPad I had a list of "Allowed Sites" set and it worked. But then once I created them an account on the MacBook, that's when it stuck to "Unrestricted Access" and won't change. I removed the account from the MacBook and removed that device completely from their Apple account, but it's still stuck.
