So I go to System Settings -> Screen Time -> Content & Privacy -> Content Restrictions -> Access to Web Content.
I try to change the setting from “Unrestricted Access,” but the setting just reverts itself immediately. I can’t change it to “Limit Adult” or “Allowed”
I can change every other Screen Time Setting, but this one. The user is an admin. I am running Sonoma 14.2.1.

Earlier my screen time settings used to work fine but don't know what happened. Now I wasn't able to change setting from "unrestricted access". I tried sign out and sign in to Apple ID, turn off and on screen time settings, Update to latest version, but none of them worked.
Same issue here. I happened to notice that it seemed to start right around the same time I set my child up an account on my MacBook. Not sure if they're related. I have since removed that account but this issue remains. I opened a case with Apple but got no resolution.
There is no solution yet. This has been broken for years. I was setting up a new Mac recently and I ran into this issue again. I was able to fix it by setting up the accounts from scratch. But it’s not worth it…it will just get into this weird state again.
It actually seemed to work okay up until I set up an account for my child on my MacBook. On his iPad I had a list of "Allowed Sites" set and it worked. But then once I created them an account on the MacBook, that's when it stuck to "Unrestricted Access" and won't change. I removed the account from the MacBook and removed that device completely from their Apple account, but it's still stuck.
