Disable hotspot in child’s iPhone

How can I disable usage of a hotspot on my child's iPhone? I have her downtime on but she can still go into settings and turn it on without having to enter a passcode. I’ve also followed the instructions to turn off her hotspot and to not allow cellular data changes, but she can still go into settings and turn the hotspot back on.

Disabling Personal Hotspot Can you disable the personal hotspot on Children’s devices? … through Screentime or other avenue? ….. I’m not asking how to turn it on or off but how to disable it.
