My iPhone is iPhone 6plus , iOS 12.5.7 ,can’t update new version of iOS , when I go to setting and update software it telling me that “your software is up to date iOS 12.5.7 “, and other app can not be installed because of iOS ..what can I do

You can't. Try downloading the applications to a newer unit on the same Apple ID first.
