For reference, most emoji types are created by the Unicode Consortium, not Apple.

Yes, but one problem is space. You could take up an enormous amount of limited space in even a 32 bit font just to represent every possible flag. And per the article I linked to:


If the Emoji Subcommittee recommends the addition of a Catalonia flag emoji, then it looks like favoritism unless all the other subdivisions of Spain are added.


So, if you add a flag for Texas, then every state will want their flag added. Then every city, municipality and backwater town. The floodgates would be open with no good way to say "No."


A line has to be drawn somewhere.

Regional flags such as it have been considered and approved as part of ISO-3166, and so the Unicode Consortium is required to put in a mechanism for them. Apple and other platform developers aren't required to implement it.


The article you referenced is applicable to flags which aren't covered through ISO-3166.
