can I limit the storage used by each family member?

If I buy a 2TB icloud storage and share with family members, can I limit the amount of storage used by each family member? For example can I allocate a 100G to my son so he does not use up the whole 2TB with videos and pictures

No. Everybody in the Family Group will have access to all the available space. There is no way to limit it.
