How can I, using a Windows computer, create a bootable USB that I can use to reinstal my macOS?

I've got a Macbook Air 13' from 2019 and used the system tools to delete my harddrive for a fresh format.


However, when i clicked the 'reinstall OS' button for High Sierra in macOS Recovery it says "The recovery server could not be contacted."


This macbook air is my only mac device, i'm writting this on my PC.


I need to create a bootable USB that will work with a .pkg file, right?


I've downloadd the InstallAssistant.pkg for Ventura but im not sure how to create the USB key from there or if this will even work.

Sorry, but you will need another Mac to create either a bootable macOS installer or a bootable clone.


See if you can borrow a friend's or relatives. Alternately, if you have an Apple Store or Apple Authorized Service Provider near you, you can take your laptop there for assistance.
