My iPhone is turned off, and I cannot restart it. when I power back up, the screen flashes and blinks at me. I would like to securely restart my iPhone, with my new Apple ID password and ideally a new iPhone PIN number.

Your iPhone was not hacked. Perhaps your Apple ID was, but if you have 2 factor authentication even that is unlikely.
