What macOS version are you running? You'll need Sierra or higher in order to login with an Apple ID that has 2 factor authentication
If it is an older macOS version. please get a verification code from one of your trusted devices settings in order to sign in
Have you already tried waiting a while, then retrying the operation that failed?
Sometimes messages like that mean that a server is down … but that if you wait long enough, someone will get the service running again, and then new attempts will go through.
